Software Development Companies in Croatia: 11 Firms and How to Check Them

Software development companies in Croatia, grouped by team size, and how to check one: court register, FINA accounts, overlap hours, holidays and VAT.

Four isometric tiles with different office buildings, linked in a loop and connected to a larger tile holding a checklist with two items ticked.

The software development companies in Croatia below range from Infinum, which counted 396 people in 2025, to three-person teams like ours, grouped by the team size each firm states on Clutch. Whichever you shortlist, you can check it for free before the first call. The court register issues a free historical extract listing every registered fact since the company was founded (Sudski registar), and FINA publishes Croatian companies' annual financial statements back to 2008 (FINA). Statements are due within six months of the year end, so a firm's 2025 accounts should already be online.

We're Adamant Code, one of the companies on this list, and our row follows the same rules as everyone else's. The list covers firms that build software for clients and have an office in Croatia. They are grouped by the employee band on their Clutch profile, then ordered by founding year, oldest first, with ties in alphabetical order. Descriptions and named work come from each firm's own site and ratings from Clutch, all checked on 21 October 2026. After the list come the checks that apply to any Croatian supplier: its records, overlap hours, holidays and VAT.

11 software development companies in Croatia, by team size

Headcounts in quotation marks are each firm's own words, and the bands are what it states on Clutch. Read a rating with its review count, because one new review moves an average built on five reviews far more than one built on 58.

This week: pick two or three firms whose work matches your job, using the table below, and run the free checks after it on each one.

Which firm fits which job

Start from the job, not the rating. This table maps common needs to the firms whose own sites show that work, alphabetically, with a check that separates delivered work from a services page. If you searched for an app development company in Croatia, the mobile row is your shortlist.

AI appears on almost every site above, so it doesn't separate these firms. Ask each one for an AI feature in production and how they test its answers before a release, which is question 8 below.

How to check a Croatian company for free

Run these steps for each firm on your shortlist. All of them are free, and the court register has an English interface.

  1. Get the OIB. The OIB (osobni identifikacijski broj) is the 11-digit identification number the Croatian Tax Administration assigns to companies and individuals, and its last digit is a check digit. For international use, the letters HR go in front (OIB Act, Article 3), and HR plus the OIB is also the company's EU VAT number, which step 5 checks. Ask the supplier for it, or look on its invoices or the legal page of its website.
  2. Search the court register by OIB. On Sudski registar, check four things: the status is active, no bankruptcy, liquidation or pre-bankruptcy proceedings are recorded, the founding date matches the "since" on the website, and the legal form. A j.d.o.o. (simple limited company) can be founded with €1 of share capital and has at most five members and one director, while a d.o.o. needs €2,500 (register FAQ). Share capital tells you little either way. The accounts in step 4 tell you more.
  3. Download the historical extract. Open the company, go to the documents and extracts menu (Zbirka isprava i izvadci) and choose the historical extract (povijesni izvadak), which holds every registered fact from founding to today, such as earlier names and seats. Službeni izvadak asks for your email address and gives you the official version to download, and there is no court fee (register instructions). A recent change of name or seat, or a founding date well after the "since" on the website, deserves a question.
  4. Read three years of accounts at FINA. Register for free at RGFI-javna objava, FINA's public register of annual financial statements. It holds statements from 2008 onward and lets you download 50 documents a day. Companies must file within six months of the year end, and FINA must publish within 30 days of receiving a complete set (Accounting Act, Articles 47 and 52), so 2025 accounts for a calendar-year company should be online by the end of July 2026. Figures for years before 2023 are in kuna: divide them by 7.53450, the fixed conversion rate (ECB). Then compare the scale the statements show with the headcount the firm claims. A team of 100 can't be paid from the income of a team of 10, and when the two don't match, the people may be employed by another company, which is what question 2 below is for.
  5. Check the VAT number in VIES. Enter HR and the OIB. For Croatian numbers, VIES returns the registered name and address (checked in October 2026), so you can confirm they match the company you just looked up.
  6. Confirm which company signs. Several firms above also list offices in the US, the UK, Germany, Belgium or elsewhere. The company that signs your contract and invoices you is the one whose records you need, and where it is established decides how VAT applies (see VAT and currency).

If you check suppliers often, the court register also has a free open-data API (sudreg-data.gov.hr). Its developer guide flags three details worth knowing before you start: the generated client ID and secret always end in two dots, which are part of the value, not a sign it was cut off; a token lasts six hours; and the single-company method allows public users six requests a minute (developer guide v3.0.0). A company that isn't found returns HTTP 400 with error code 505, not a 404, unless you add no_data_error=0 (OpenAPI specification).

# Token, valid for 6 hours. Keep the two dots at the end of both values.
curl -s --user "$CLIENT_ID:$CLIENT_SECRET" \
  --data "grant_type=client_credentials" \
  https://sudreg-data.gov.hr/api/oauth/token

# Everything the public API holds on one company, by OIB
curl -s -H "Authorization: Bearer $TOKEN" -H "Content-Type: application/json" \
  "https://sudreg-data.gov.hr/api/javni/detalji_subjekta?tip_identifikatora=oib&identifikator=$OIB&expand_relations=true"

The response includes the founding date, status, any proceedings, share capital, main activity and the list of annual statements filed, with their filing dates. The public API leaves out the people, such as directors and members, and the statements themselves stay at FINA. This week: run steps 1 to 5 for every firm on your shortlist before the first call, and keep the extracts with your supplier file.

Overlap hours with New York and London

Croatia is on Central European Time, one hour ahead of London all year, because the EU and the UK both change their clocks on the last Sundays of March and October (European Commission, Summer Time Order 2002). The US changes on the second Sunday of March and the first Sunday of November (15 U.S.C. § 260a). So New York is six hours behind Zagreb for most of the year and five hours behind for three weeks: 25 to 31 October 2026, 14 to 27 March 2027, and 31 October to 6 November 2027.

Shared hours when both sides work 9:00 to 17:00 local time
Your cityHours behind ZagrebYour hours that overlapShared hours
London1, all year9:00 to 16:007
New York6 (5 in the three weeks above)9:00 to 11:00 (9:00 to 12:00)2 (3)
Chicago7 (6)9:00 to 10:00 (9:00 to 11:00)1 (2)
Los Angeles9 (8)None0 (0)

The fix is arithmetic. If the Croatian team works 11:00 to 19:00, New York gets 9:00 to 13:00, four shared hours. For Los Angeles, someone has to move: a 12:00 to 20:00 day in Zagreb overlaps 9:00 to 11:00 in Los Angeles. Full-time work in Croatia is capped at 40 hours a week (Labor Act, Article 61), so ask for a shifted day, not a longer one. Write the shared window into the working agreement, with who joins the daily call from each side and who shifts during the three mismatch weeks.

For workshops in person, Croatia joined the Schengen area for land and sea borders on 1 January 2023 and for air borders on 26 March 2023 (Council decision, Article 1), so a flight from another Schengen country arrives without passport checks. This week: add the three mismatch weeks to the shared calendar and agree who moves.

Holidays and leave that move delivery dates

Croatia has 14 public holidays. When one falls on a Sunday, it is not moved to the next day (Holidays Act, NN 110/2019, Articles 1 and 4), so the working days lost change from year to year. In 2027, only 8 of the 14 fall on a weekday.

Two more rules shape a team's calendar. Article 3 of the same act gives employees of some faiths their own holidays as non-working days: 7 January for Christians who celebrate Christmas then, Easter Monday by the Julian calendar, a day of their choice for each of Ramadan Bayram and Kurban Bayram, and for each of Yom Kippur and Rosh Hashanah. So one person can be off on a national working day. And employees get at least four weeks of paid annual leave, with the employer required to fix the year's leave schedule by 30 June (Labor Act, Articles 77 and 85). From July, a supplier can tell you who on your project is scheduled to be away in August.

This week: copy the weekday holidays into the project plan, and ask for the leave schedule of the people named in the proposal.

VAT and currency on a Croatian invoice

Croatia's standard VAT rate is 25% (Porezna uprava), but a business customer outside Croatia normally pays none of it, because services to a business are taxed where the customer is established (VAT Directive, Article 44). What the invoice should show depends on where your business is. This is a practical summary, not tax advice.

What a Croatian supplier's invoice should show, by where your business is
Your business is inThe invoiceWhat you do
Another EU countryNo Croatian VAT, your VAT number and a note that the reverse charge applies (Article 226, points 4 and 11a). The supplier also lists you in its recapitulative statement (Article 262).Account for your own country's VAT under the reverse charge (Article 196). Send your VAT number before the first invoice. A supplier may treat an EU customer who hasn't given one as a non-business customer (Implementing Regulation 282/2011, Article 18(2)), and services to non-business customers are taxed where the supplier is (Article 45), so at 25%.
The UKNo Croatian VATGive the supplier your UK VAT or company number as evidence that you're a business (Article 18(3)). Account for UK VAT under the reverse charge: output tax in box 1 and input tax in box 4. If you aren't VAT-registered, the value counts toward the £90,000 registration threshold (HMRC Notice 741A, sections 5.1, 5.2 and 5.7; GOV.UK).
The USNo Croatian VATGive the supplier evidence that you're a business, such as your EIN or company registration (Article 18(3)).
Croatia25% VAT, as a structured eRačun since 1 January 2026Your accounts payable team receives it through an eRačun service, as our EU e-invoicing guide describes.

Croatia has used the euro since 1 January 2023 (ECB), so a Croatian supplier's own currency is the euro. Euro-area buyers carry no exchange risk. US and UK buyers do, from the day the price is agreed to the day each invoice is paid, unless the contract invoices in their currency or fixes a rate. Croatia's eRačun mandate covers domestic transactions between businesses established in Croatia (Porezna uprava), so it reaches you only if you buy through a Croatian company. This week: send each shortlisted supplier your VAT number, or your EIN in the US, with the request for a proposal, and ask for a sample invoice.

Questions to send before the first call

Copy this into an email to each firm on your shortlist. The answers are easy to compare side by side, and a vague answer to question 2 matters more than any rating. Under EU law, the economic rights in a program an employee writes in the course of their duties go to the employer unless a contract says otherwise (Software Directive, Article 2(3)). So code written by the supplier's employees is the supplier's to assign to you, and code written by a subcontractor stays with the subcontractor until they sign it over.

Subject: Eight questions before our first call

1. Which company would sign our contract and invoice us? Please send
its legal name, OIB and VAT number.
2. Who would work on our project, by name and role, and is each person
an employee of that company? If anyone is a subcontractor, will you
show us their signed assignment of rights before they start?
3. Which hours in [our time zone] will the team be available for calls
and decisions? Who changes hours in the weeks when US and European
   clocks change on different dates?
4. Which public holidays and planned leave fall in the project period,
especially August and late December to early January?
5. In which currency will you invoice us, and how will the invoice
treat VAT for a business in [our country]? What do you need from us?
6. Which project like ours is in production today, and may we speak to
   that client?
7. If the job includes a mobile app: which apps you built are live in
the App Store or Google Play, and whose account publishes them?
8. If the job includes AI: which AI feature you built is used in
production, and how do you test its answers before each release?

For the reference calls, use the script in our guide to choosing a development partner, and compare the answers with its scoring sheet. Turn the answer to question 2 into contract terms with the chain-of-title warranty in our in-house vs outsourcing guide and the milestone assignment wording in the partner guide's contract section.

If you're weighing Croatian firms for automation in an established business or for a founder's first release, bring your shortlist, the firms' answers to these eight questions and a description of the work you want done. We'd start with questions 1 and 2, because they decide whom you can hold to the contract and who owns the code. Our custom business software page describes how we work with established businesses, and product development covers founders building a first release.
